I finally found the solution to this problem (Samsung Galaxy tab) First you have to open the reboot menu. To do that:
Step 1 - turn off your device
Step 2 - hold the power button and volume up button together till the Samsung logo comes on screen.
Then after the reboot menu is open, choose "wipe cache partition" (Use the volume buttons and power button to choose the options) and then "repair apps"
