Yeah i was going to mention. Water doesn't all freeze instantly either, so as the water steadily froze the water level would have risen from the parts that expanded. Also important to consider the hull at that section is likely very thick, so even if it did freeze quickly the expanding ice would have pushed itself up instead of against the hull, seeing as it wouldn't give way.

Hi Kevin. I would be more concerned about the epoxy being below freezing than the ice in the bilge. Repeated freeze/thaw cycles during storage may cause crystallization of 105 Resin. There is a procedure to reverse the crystallization. This is for west system. You would have to check how this affects other resin types. 2:06
