Citizens cannot vote for Poliviere in the next election unless they are registered voter in his riding. As per Elections Canada website, a voter must be a Canadian cit, at least 18 y/o on election day and must be registered to vote. A federal candidate must also be a CanCit, at least 18 y/o, and must not be an MLA of a province. Other requirements are there, but these are basic premises. Looking at Mr. Arya, he can be a federal candidate even if he doesn't speak French. But realtalk, his delusions of even getting a shot at the elections are laughable. What about those in QC and NB that speak French? Also, he is not known in Canada. Did he become an MP? Is he known among the oligarchs? Canada is also sensitive to foreign interference. So even if wins, it will be questionable and even be investigated. Also, those IS or TFWs are registered under the Liberal Party for contribution and campaign purposes. Still, only Canadian citizens are allowed to vote for the federal elections.
Canadians will choose those who grew up Canadians. Either they sound english Canadian or french Canadian, regardless of what the candidates look like. They need to speak both official languages.
