cat 3116 getting no fuel shutoff solenoid fix

Mine is not shutting off.
Already replaced the Ignition Switch Box, then the Fuel Solenoid... Now what?

Round dusty part about 4" long and almost 2" diameter. The pin wrench or punch goes in the ring of holes to unscrew it to remove.
