Does the dirt in the dirt tank get moist due to the steam, requiring me to scrape out the dirt residue? Or does it remain dry, allowing me to simply turn the dirt tank upside down and dump the dirt into the trash can? I want to a vacmop that allows me to keep my hands somewhat clean.

Yes you can, but whatever you are vacuuming up, if it gets wet may be harder to suck up, but ultimately yes you can!

I gave it to my parents, and we bought a crosswave because we now have a larger house and no longer have tile floors
