Are you talking about the pgwp period? The student needs to find a NOC 0,A,B job and gather 3 payslips and a reference letter from the employer. Then you can apply for the work permit for the spouse.

In my case I stayed the first week with one of my cousins. And then I found one place from kijiji.ca
