I can't remember which level, but it was sitting randomly in one of the 'out of bounds' area of one of the levels. You have to use the noclip/fly command to get to it. There are usually rooms like this in every stage where the developer hide NPCs or switches that trigger as you progress through the level. This one was interesting in that it was the only one with the flag texturing in it.
