Neat facts about Madagascar: There were maybe Elephant Birds around there during EU4's Timeline. I remember hearing about stories the french heard that they were known to inhabit the most secluded of places.
Also it was literally settled by a branch related to the polynesians that just went the LONG way around before people from east africa came.

Mahafalay was my go to country in zanzibar. I'm no pro, but with just a little knowledge the game becomes easy. I also started out only playing opms. Made it easy for me to understand the impact of different modifiers on my country.
One trick was to either ally kilwa, or maintain high enough relations that they choose to invade you last. You can then sneak in and annex territory from under them

I am not going to write out the full arguement with all the maths behind it but better devved colonies compared to war taxes is objectively more monarch points, by a lot.
if you need the money you can just use war taxes with the millpoint cost and still come out on top pointwise and money wise
