Who initiated the contact? If it's tge defender, then award a foul and thus penalty kick. If it's the attacker, then play on or award the defender a free kick. Ref decided to play on, good call, but only to be called back by var. If var overrules a ref, they should look at the total picture, including what preceeds the 'supposed foul' (like they did with hand ball from Belgium, when disallowing a goal). Could have seen a handball from Saka, just before the Kane kick. In all: a very bad decision by the var!!
