    ONI created Spartans purely for the purpose of stopping other humans, as they were in a civil war.
    Sure, Spartans saved humanity, but ONI had no idea that the human-covenant war was gonna happen and that Spartans would be needed to save the race.

      High Charity was spotted even before the civil war though, and they were only funded because of the figures presented (both by the UNSC And Catherine Halsey years later) were completely unacceptable.       Risk the collapse of our fragile unity... waste lives and credits and have to rebuild and renew relationships. Or 75 kids who can infiltrate better than Sam Fisher and butcher better than John Wick? I mean 75 kids out of several trillion humans? Besides those kids actually were quite happy even though they knew they were kidnapped. Nothing less than the protectors of humanity would have satisfied them in life.

      Jiraffe there’s a saying, “a good king never seeks war but must always be prepared or it” (yes this was around long before Thor ragnarok) Spartans were the next technological and genetic advancement in warefare, if Halsey didn’t create them someone else would’ve. ONI is a necessary faction in order for humanity to survive and become a major power in the Orion Arm. Even seeing our world now, espionage and covert tactics are used to sabotage and cripple other countries militaries and economic standing discreetly. This is the same with the different races in halo.

      That concur with that wholeheartedly. Even despite Halsey, Cortana, and Chief's forerunner backstory, super soldiers would be the next step next to a super militarized UEG and UNSC. The covenant invasion was mere coincidence given the circumstances for the Spartan projects.

About ONI being a future enemy later in the halo series.They could be building a super soldier or some top secret evil spartan program right under our noses. cause they could be testing stuff out for human evalution.Since them and halsey build the spartans after all.

    While it might seem a good strategy, screwing with your allies efforts to defeat the enemy that actually wants to kill you is going to bite in the behind sooner or later. Great video by the way.

    I'll just say that ONI has way too much pull in the human government. Its pretty much canon that they run the UEG and UNSC.
    While I'll stand by the Spartan Program being an unfortunate necessity, even without taking the Covenant War into account, I can't stand their attempts to try to genocide the Sangheilli with poisonous crops. Those who battle monsters must be careful not to become monsters themselves or far worse. Problem is that only has no problem with becoming worse than the monsters they fight.
    Which makes all the Halsey hate in the Kilo-Five trilogy that much more irritating and hypocritical.

      If humanity wants to prevent another human covenant war, they need to become THE major power in the Orion Arm. Keep all the other races down using covert operations is a prime way to do that. Our fleet is still recovering, we only have around 400 ships and like 50 colonies. It’s necessary for some to become monsters to fight monsters. As Leonard church said, “When faced with extinction, any alternative is preferable.”

      Sidewinder Gaming Thats only a few, when the prophets faced extinction from the elites they fled into another part of the galaxy taking most of the engineer species with them. Few are still around but thats it for the moment.

    Im a strong believer that ONI was necesary, especially during the human covenant war. With that much at stake, moral compasses aren't a priority. For example, had the covenant not shown up, Halsey would likely have been put in the slammer for the Spartan program. But the introduction of the Covenant made the Spartans a necesity, regardless of whether or not it was a morally good decision.

    Honestly, I think George Orwell put it best:

    How do the rough men know where to do violence without someone to tell them where to go?
    Does ONI do a lot of dodgy and questionable shit? Absolutely. Would humanity have survived the war without them? Probably not. Sometimes a necessary evil is just that, necessary.

    When I think of ONI, I think of this phrase: Inter arma enim silent lēgēs. It is a Latin phrase meaning, "In times of war the law falls silent."
    You have to remember, humanity was fighting a losing battle against an alien army ten times more advanced than what they could bring. Any advantage was taken and, though one cringes to think about it, the ONI section had to do what they had to do in order to assure humanity's survival. Hindsight is 20/20, but at the time it seemed like a necessity in order to beat the Covenant. Even the continuation of keeping the Sangheeli (sp?) Fighting each other is better than them going after humanity with a grudge.

    A lot of the points put forward in support of ONI here are flawed.
    ONI's plan to weaken the Swords of Sanghelios was of no benefit to humanity, and didn't make sense. There was no campaign for reprisal among those on the Arbiter's side. We have seen no evidence for it, so there was no benefit to humanity in doing this. It made no sense and was a hindrance to humanity because it weakened the only ally humanity had against all those other factions that did want to continue hostilities in some form. In a setting where the UNSC had only one ally and several enemies, they decided to attack their only ally. In doing so, they made their own position worse as it lessened the Arbiter's ability to police and suppress these hostile remnant factions, leaving humans more exposed to attack. The effects of this were seen clearly in the cases of the colonies Oban and Cleyell.
    And the number of Elites that have an axe to grind against humans is rather very small. Were it any other way, the Arbiter and his pro-peace SoS would not have found the political capital to become the dominant polity among the post-Covenant factions. Humans are an irrelevant backwater species that were only discovered 30 odd years ago, and the war was about as unpopular for the Covenant as the Vietnam war was, and has about the same legacy as the Second Invasion of Iraq. To boot, it was also against their faith and against the Covenant meta-culture of assimilation, so why on earth do you think there would be many Elites that would give a shit about humans, who are so far away that even Covenant ships take a lot of time to get there?

    The Mona Lisa testing did not necessitate human experimentation in order to find a cure. ONI had only come into contact with the Flood within the last year of the date of the Mona Lisa taking place. That's like saying that because mostly all Alzheimer's drugs have failed clinical trial in the last two decades, that we need to start strapping elderly people down and pumping their brains with random assortments of chemicals to see what does the job. With regards to the Flood, precaution and containment are the best solutions, not a cure. You can't "cure" someone who has been infected by a disease that hideously warps their body into an anatomically impossibly configuration. They are dead.

    The Spartans being beneficial to Humanity due to the Covenant attack is an argument from hindsight. When the people at ONI greenlit the program, it was to prop up a failing system of governance which was leading to societal collapse every day it continued. The Spartan program only looks beneficial if you exclude all other options for diffusing the growing problems identified by Elias Carver when he looked at the driving forces behind the Insurrection.

      Voka i did read somwhere that the mona lisa experiments were ONI trying to use the flood as a bioweapon. Also even if the argument for spartans was from hindsight it still holds weight as they undeniably were what stopped both the flood and covenant.

      Hindsight matters. Unintended consequences of an action or decision don't necessarily reflect the mindset or the competence of the people who took that action or decision.
      What this means for the Spartans is evident in just how well they actually did - or not. Out of all Spartans ever created, only one was able to make a large enough impact to change the course of the war and even he would have failed were it not for the political machinations of the Prophet of Truth that eventually lead to the Great Schism. In other words, ONI couldn't have known about all the unlikely events that had to transpire in order for one of their Spartans to make a difference at all.
      And they certainly didn't know that the Covenant were coming when they originally made the Spartan's to prop up an outdated and failing style of government.
      ONI were simply lucky that the Covenant arrived in order to make the creation of the Spartan-IIs look good or competent; they were lucky that the Prophet of Truth destroyed the Covenant with his politics, in order to make the S-II's look effective in ending the war without human extinction.

    It kinda reminds me of the quote from the Dracula Untold film. "Sometimes the world doesn't need a hero, sometimes what it needs is a monster". To be straight up, there is 0% chance Humanity survives the war without ONI and its tactics. Therefore they are definitely a necessary evil.

    @HiddenXperia ONI is a great example of two old sayings "the road to hell is paved with good intentions" and "power corrupts and absolute power corrupts absolutely."
    is there lore explicitly mentioning ONI researching a cure on the Mona Lisa? If not I honestly question their motives. I really think they'd try to weaponize the flood if they had a chance to, because there's a faction in the real world in our country that would love to weaponize some of history's most deadly diseases for the sake of grabbing power. It doesn't matter that its illegal, or that it could turn on them, they believe they'd get away with it because of the amount of power they wield.
    Also, Asteroidia is NOT a grey area. The CDC would consider something like that top level threat to humanity. The period of time a disease can incubate vs the amount of time someone is contagious and can spread that disease is one of the factors that the CDC uses to determine what diseases are a threat. Asteroidia is the fictional nightmare extreme of that factor.
    I use real world analogs as a stand in because it seems that in terms of things that ONI has done in the past with its research projects there are a lot of things with a real world analog. The GMO elite grain engineered to destroy their agriculture capacity is one I wrote you about in the comments of another video. But this fascination that ONI has with biowarfare is... dangerous. The Mona Lisa is not the worst case scenario, the worst case scenario is someone stealing their germ weapons, taking them to a planet in a crowded city and deliberately smashing the vial in a transit hub.
    The faster the form of transit the worse the situation. And if they stole enough of the stuff it could be like a planetary version of the Tokyo Subway attacks. People don't know this but the cult responsible, Oom Shin Rikyo, had actually gotten their hands on Ebola and were planning to use that instead. But they couldn't get Ebola to readily aerosolize. So they used sarin gas instead. And yes, they had a lab with vials of Ebola in a refrigeration unit ready to use in experiments or attacks.
    If the Halo equivalent of Oom Shin Rikyo got their hands on some of ONI's fucked up shit and managed to unleash it on multiple planets, especially the asteroidia, they could destroy an entire planet's worth of life, humans, aliens, doesn't matter they'd all be fucked.

    A subjective question deserves an equally subjective answer.... ONI is more than necessary, they’re one of the few pins holding up the galaxy.... keeping the more panic inducing situations and information under wraps while also making the decisions that no one wants to know about let alone make themselves (Spartans forerunners precursors/flood) thus giving the UNSC as a whole the added benefit of plausible deniability on top of everything else they have a hand in. The shady things they do are for the benefit of mankind not aliens. Though a lot of their plans do go sideways and get out of control there are plenty more that go exactly as planned leading us to wonder which plans were folly, and which were fortuitous.... love the channel (even in the drought) keep it up, and as always.....

    Reminds me of an article I read while doing a project on godzilla, “In America, the bomb is viewed as a necessary evil. In Japan, the bomb is evil, period.” It depends a lot more on your culture and history. If the truth about ONI was revealed, I think people on a planet like reach, while still agreeing that it was fucked, would be more willing to accept ONI as an awful means to a worthwhile goal. Someone on an outer colonial world like harvest would definitely disagree however.

    There is a lot wrong with what you said here.
    1.) Humanity didn't kill billions of Elites. Elites don't even have a population that large. They have a population around a billion, but more likely within the hundreds of millions.
    2.) 80% of those billions killed by the Elites were civilians. The other 20% were UNSC casualties who died defending humanity.
    3.) Any Elites killed were killed in self-defense.
    So in short, maybe 2% of the Elite Population was killed in the war whereas 60% of humanity was ERADICATED due to unprovoked genocide. Countless colonies destroy, countless planets made uninhabitable, and the Elites were one of the major contributers to the Covenant for over 95% of the war, only outranked by the Prophets. Not to mention they GLADLY killed humans and did so without remorse. They WANTED to drive humanity to extinction. Even when we were allies, High-ranking Elites made their hatred for mankind explicitly clear, and many desired to go right back to exterminating us after the war.
    So... ONI is backed into a corner. It was like ignoring a catastrophe you know is coming. They didn't want to see people die unnecessarily, so they made the decision to CRIPPLE the Elite Population- Not exterminate them. Sure, that's a bit assholish, but it was the only option.

    Rant over. The hate boner people have for ONI is ridiculous. Spartans aside, do you know how fucked humanity would have been had they never existed? We wouldn't have even made through the first decade. ONI is single-handedly responsible for keeping humanity going for twenty years, and they didn't even receive a thanks. They operate in the shadows. They bloody their hands so everybody else doesn't have to. So yeah, they are a necessary evil. Only they aren't even evil really, they're probably the best humanity has to offer.

    Edit: ONI is completely justified in their persecution of the Elites. If half their race weren't genocidal maniacs, ONI wouldn't have to take action.

      While I don’t have as high an opinion of ONI as you do, i agree with you. Hidden often implies that ONI was unprovoked for much of its actions despite himself listing the justifications / circumstances in which those decisions were made. The atrocities that the elites (alongside the rest of the covenant) committed were nothing less than abhorrent. While it’s BEST to put aside hatred in the long run, it is ridiculous to act as if the humans would just forget about such events.

      But its hard to paint the Sangheili with a broad brush either, many of them respected humans to a degree and wondered why the Prophets wouldn't even consider assimilating them into the Covenant. If anything, the Prophets of Truth, Mercy, and Regret take the lion's share of the blame for conscripting their subjects in a senseless war based on a lie.

    Master chief wasn't just the one guy who saved humanity countless times, he was also the guy who in a way made peace with the elites, more specifically gained and respected the arbiter to the point where arbiter would consider chief a friend, in which helped turn the tides of the war to bring down the covenant completely, and for ONI to put a false mark on chief by making him seem like he was killing innocent people makes everything more fucked.     I think one thing everyone should keep in mind is, most of the shaddy stuff going on in ONI were the making of Section 3, the "special project division". Spartan, flood study, etc, most of these stuff are their doing.
    Meanwhile, you have section 0, the IA of ONI, section 1, tasked with military intelligence (i think Dare was part of it), section II, the propagande division, but you also got the prowler corps, the signal corps that led the covies to a lot of false alarm, etc...

    Hey hidden xpidia is there any back story or information about that one white elite spec ops in sword base on the halo reach campaign? Just before you start firing rockets and you have to kill the gold elite general, downstairs from that there is a white spec ops with 2 plasma rifles.
