Too many hawkers shows that the city is not providing enough labor opportunities. Plus the urban infrastructure is poor. The city needs to bring in a lot more well paying jobs and raise people's income. The city also needs more revenue to finance urban development.

The urban infrastructure is simply not there for a city the size of Vadodara. You can compare with a similar sized tier 2/3 city in China and how those cities are planned for similar populations. Simply having metro trains is not urban development.

you haven't seen the the prosperous areas of Vadodara yet and Vadodara has refineries too
