I studied with Joe Morello for 10 years. Joe taught that you never lift the stick unless you are going from an unaccented stroke to an accented stroke. The stick was always allowed to rebound off of the to the correct position for the next stroke. The motion of was ALWAYS downward. Buddy and Joe used the open/close technique also known as the Gladstone technique for the speed. The fingers are used to control the second stroke.
It’s funny you mention this because my instructor was a master teacher who studied with some of the best… now years later students will study with me that have also studied with Morello like you and point out that he taught the same things. I didn’t know! I wish I had gotten to meet him… I’m just lucky these ideas were shared with me so I try to help other drummers :)

With bass they say keep your hand action low. Easier to keep it close than rushing back to strings. This is kinda similar but different. Its economy of motion.
