Hufflepuff's goblet MAY also be used to scry. Hufflepuffs are good at finding things and if you stare into swirling liquid and concentrate on some thing/one/place you can (supposedly) see that thing/person/place in the water. This can tell you nothing or everything if you are paying attention. Like what is nearby, what is going on, if it is damaged, if it is protected, etc... Mind you, just a theory.

I think the locket made umbridge more powerful because she was so ambitious, which is a key characteristic of Slytherin. The locket recognised her ruthless ambition and empowered her magic to help her achieve her goal.
I mean this video irt was far too obvious they were just reading from cue cards or an auto-cue. Since they'd rarely actually be looking at eachother when talking, like you would if you were having this kind of conversation or discussion naturally. It's like the script was written in a way so that it's like they are talking to eachother, but then they talk to the camera far more often.
A Hufflepuff with a theory here! (Too many comments to read through over here so if this exists as a theory sorry to waste your time) While I find this theory interesting I have another one. In my head the four magical artifacts work only for the people who exhibit truly the values of the four houses. The Gryffindor sword is bestowed only to those who would be brave before anything else, even if bravery would not be the best option in a situation. So for a Ravenclaw, the sword would not work because they would be thinking of the smartest way to avoid a bad situation which is in some cases not fighting but reaching truce through diplomacy, for a Hufflepuff the sword would not work because playing fair is more important for them than having an unfair advantage like a magical sword and for a Slytherin the sword wouldn't work because they would be of course thinking of the best way to get themselves and their loved ones undamaged by cunning manipulation and not with fighting. But for a Gryffindor the only proper way to enter battle or conflict would be armed only with a sword and their bravery. The Ravenclaw diadem works for me in the same way - if a Ravenclaw that values intelligence puts it on, it would enhance their natural ability to think logically and arrive at the best solution to a problem. If a Gryffindor puts on the diadem, it would not help them to think logically because their natural inclination is to do the brave thing rather than the smart thing. For a Hufflepuff the diadem might not work because they would prefer to be loyal rather than be smart (like how Hufflepuffs stayed in the Battle of Hogwarts because they were loyal to the school but the smart thing might have been to keep yourself safe and out of the battle) Lastly, if a Slytherin put on the diadem it wouldn't work because they would not be thinking of the smartest way, but of the easiest way - good results with little effort, as apposed to the smartest way that is the best result with perhaps more effort (for a Ravenclaw the effort wouldn't matter as much as the result) Now I know that these are situations where some characteristics may overlap - the loyal thing to do would be to be brave, the smart thing would be to use your resourcefulness and find an easy way out, the brave thing would be the smartest thing, etc. but this only shows that we are a bit of every house. I am just illustrating my thought process. So if it is assumed that each of the artifacts reveals its power only to the people that embody their house values the most , it would stand to reason that they are some sort of test - they would only work when a Gryffindor is a real Gryffindor, a Ravenclaw is a real Ravenclaw, a Hufflepuff is a real Hufflepuff and a Slytherin is a real Slytherin. "Real" in this case used to describe someone who lives the values of their house as opposed to someone who thinks the values are cool but do not show them (Pettigrew being a coward, Lockhart being less than smart, Snape being loyal and brave) For Slytherin's locket I think it is similar to the diadem - it would work in tandem with the persons natural resourcefulness and would enhance their ability to calculate how to get the result you want in the easiest way. Let's say the locket works like that and a Gryffindor puts it on - nothing happens because being brave would be more important to them than getting a good result. A Hufflepuff puts it on - nothing happens because they are thinking of what is the most balanced way and they are not looking for an advantage over their opponent. A Ravenclaw puts it on - nothing happens because they are thinking of the smartest way and not the easy way. Also, I think on top of helping Slytherin's with their cunning nature the locket would increase it's power for the Pure blood. Why did the locket affect Ron the most - it was "working" best for him because he was a Pure blood (but it made him angry because the powers of the locket were corrupted by the Horcrux). Now I can't exactly say if the locket had less of an effect on Hermione and Harry but I wouldn't put it past Salazar Slytherin to make the locket work only for those of the purest heritage as that is one of his values. For Hufflepuff's cup I think it has a vanishing charm on it and it only holds liquid for those who are hard-working,fair and loyal, only for those who have proven themselves that they can work hard all day without reward because hard work does not scare them.The reward for your loyalty and playing by the rules would of course be a cup that you could actually drink from. If you do not display the Hufflepuff qualities the liquid simply vanishes and you need to drag your lazy butt to the kitchen so you can learn the value of hard work. So imagine that a Gryffindor holds the cup - it wouldn't fill because bravery and chivalry is bombastic and exists to be praised and (I think) a Gryffindor would not be happy to work hard all day just because they feel like it but because they would be praised for it. A Ravenclaw would perhaps think of the smartest way to do things while putting in less effort , thus being very efficient but avoiding work. And a Slytherin would never have a sip from the cup because you can be sure if they could cheat without getting caught they would most certainly do it. So to me it stands to reason that Helga's cup would only hold liquid for people with the qualities that she values and would just vanish the liquid for anyone else. I also like to imagine that while the four founders were alive they might have used their artifacts on their students to see how much they have progressed in adopting their values so I think that in addition to the item's power being most useful to their students, it would only work for the one who truly believes in the value of their houses. the sword of gryffindor shows that the items are not simple in their enchantments. the sword is nearly unbreakable, immune to magic, can adapt and change, and presents itself to those who need some muscle to back their courage (usually hilt-first out of gryffindor's hat, naturally). this means that the items don't just represent the primary quality of the house, the sword doesn't just show up to a brave person, it also shows the ability to adapt and grow, is unyielding and nearly unstoppable when used correctly and protects those who require aid. that means that something like the diadem wouldn't just make the person who wore it smarter. it would grant them wit and wisdom, likely enhanced knowledge and increased ability to learn as well. putting the diadem on doesn't mean you're suddenly albert einstein in his prime, it would mean that your mind would become pliable, your memory would be enhanced, you would be able to visualize problems from new angles, and it would also provide the information you need. the diadem would be a tool to accelerate learning, like how the sword is a tool to defend the innocent. the qualities of hufflepuff are things like loyalty, generosity, bounty and patience. so, the cup would represent all of these qualities. in all likelihood, anyone can use the cup of hufflepuff, because generosity and bounty means you have enough to share and loyalty means you would want to. however, understanding the nature of the cup would be difficult, it's hard work, something the other houses would shy away from in their own ways, gryffindors would bluster and boast while the ravenclaws and slytherins would try and outsmart an inanimate object. the powers are likely related to summoning and other abilities related to providing and caring for those around you, such as the ability to produce food and drink with no known source through a difficult to master process. the cup can probably be used to defend yourself as well, but it wouldn't be very effective at it because that's not it's primary purpose. meanwhile, the locket would be on the other end of the spectrum. it's unlikely anyone but a pure blood can even use the thing and even then, only those of slytherin's bloodline would be able to fully access it's powers. it would be related to the elites, secrets, and ambition fueled by cunning. so the locket would provide subtle abilities, boosting the power of a pure blood wearer through unknown means (ambition and cunning, it's not fighting dirty if you don't get caught). with the locket containing secret knowledge that only those of slytherin's bloodline can access, probably along with a plethora of other, subtle abilities, the locket may be the most powerful of the four items, but the cunning thing to do would be to never tell anyone that.

Maybe it's whatever you like best to drink? Including blood (for vampires). Somehow it must be more than just horn-of-plenty that is easy spell to do. Or maybe it doesn't do anything. If the cup does things for you, it doesn't encourage hard work. Being able to bring out blood however, would grant more acceptance to vampires. And well, maybe the elves could make some blood sausages or blood pancakes. Just to mention a few.
I like to believe it is for restoration/healing. If you are worthy to drink from the cup it is wine that heals you for both magic and physical. If not worthy you drink vinegar that does nothing or even worse. It helps by playing into what hufflepuffs are identified as, loyal. Loyalty, sacrifice, support, can all be connected to healing or restoring. If your best friend is dying or is brain washed, and you get the cup to help them, a selfless and loyal act, then it might see you as worthy and thus allowing for wine instead of vinegar in the cup.

As someone who constantly loses their glasses, I can confirm that not ALL Hufflepuffs are good finders. Although I am good at finding other things... I think my glasses have a disappearing charm on them or something. Doesn’t help that I need my glasses to see, you can’t use the things you lose

I'm half hufflepuff half Ravenclaw my first test Hufflepuff then after that I got Ravenclaw but was so close to getting Hufflepuff so I would consider myself in Hufflepuff
I think Hufflepuff's cup is basically like the Cornucopia. Changing vinegar into wine would probably be one of its abilities but I think that's more of an effect of its real powers. I think the power enhancement or knowledge giving aspect of Slytherin's locket applies to those shares Slytherin's traits (ambition and cunning mostly), more so than being a direct bloodline of Slytherin. Merope was always wearing the locket but never was able to do even the simplest spells, and she never isn't anything like a Slytherin despite being a descendant of him, and it was only after her father and brother was taken away and she could fully embrace the chance to have Tom Riddle Senior (her ambition) was she able to do magic to trick him (cunning).

I think it might be the case that Slytherin's locket would empower any and all Slytherins - house members and blood heirs alike - in much the same that Gryffindor's sword will present itself to 'true Gryffindors' - this fits in with the fact that Slytherins tend to favour their own, see how Snape would favour the Slytherin students of the Gryffindors when he taught them both potions. Further, I think that it saps power from any non-Slytherins - when this was shown in the books, I think that this was an innate property of the locket, rather than an enchantment of Voldemort's - it fits in with a Slytherin's typical cunning - weaken your foe and exploit their weaknesses - and the fact that the habit of favouring one's own is sometimes done at the expense of another group - because Snape favoured the Slytherin students, he was far harsher with Gryffindors. All this works well with what we see of the locket in the books, particularly how it helped some and hindered others. If the strength sapping were something that Voldemort had enchanted upon it, I highly doubt that he'd allow for exceptions - his other Horcruxes were defended in ways that were indiscriminate between his allies and his enemies, such as the ring which I imagine would have killed anyone other than Voldemort himself. And it just so happens that the golden trio, who were harmed by it, were all non-Slytherins, while Umbridge and Merope Gaunt were both Slytherins - either by house or by blood - and they both were empowered by it.
Seamus, would like to point out that in the Middle Ages, a cup or goblet often represented Service, which is a characteristic/quality of Hufflepuff! Hospitality and welcome is also part of this. Worth noting that Hannah Abbott ends up running the Three Broomsticks. Also, there's a lot of Hufflepuff in in public service. And one of my granddaughters is a Hufflepuff. She worries that she's not good enough (she was terrified that she would be Slytherin) which I think is kind of sweet, but she is worthy of that noble House. 😊 Her sister is a Gryffindor like me. 😂 Their little cousin Sam looks like he'll be Ravenclaw like his.parents. Service and hospitality are fine virtues, and to carry the Cup, an honor.
OKAY BUT! Given how many of us Hufflepuffs are chaotic evil, I've had a long-standing theory that whenever they hear someone gets doused with vinegar, they'll rush out all panicked like "OH THANK GOD IT WASN'T THE ACID BARREL" to make sure they don't do it again because the sound is kinda annoying
Consider a simpler approach Slytherin as you said regarded pure bloods as superior, what if he did enchant the locket to increase magical ability for the wearer, but only if they were pure blooded. Anything less would result in it weakening the wearer instead. It shows my Voldemorts mother became so suddenly gifted but also why Voldemorts chose not to keep the herlum once he'd found it. The locket wouldn't have recognised him as worthy due to his muggle father and therefore weakened him. In his rage he then turned it into a horcrux, confident that in doing so he'd gained a greater strength than any the locket could have offered. Also, Ron is never said to have diminished power when wearing it, he's merely influenced by the horcrux. Harry and Hermione however, a half blood and muggle born, having difficulty with their spells. Umbridge has apparently been outed as a half blood on pottermore which would confuse my argument, but this is what I had thought when I read the books

I feel like the impression I had was that Ron had been able to kind of replicate the sound, mimic it, though he didn't really understand the language. I have a few phrases in various languages that I know that I like to use when the occasion rises, but I'm not conversational in them, much less fluent, and I feel like it's similar. He had been exposed to it enough times that he could do a fair impression. But if he had to construct a full sentence or something, he'd be on his own. I may well be wrong, but that's sort of what I've gone around thinking for a while. Chloe Brindle not necessarily. Take Tonks for example. She’s the daughter of a Slytherin and a Muggle born from an unknown House, and she’s a Hufflepuff. It’s possible due to pureblood intermarriage that they could be related.
OK I don't know if this will help but isn't there a law against non-wizards using magic and in the chamber of secrets a pixie uses Neville's wand and the ministry doesn't either know, so Dumbledore kept it secret, or the ministry really was bad with Fudge as minister.

It doesn't "magically appear" in the frozen pond, Snape puts it there on Dumbledore's portrait's instructions.

While I find this theory interesting I have another one. In my head the four magical artifacts work only for the people who exhibit truly the values of the four houses.
The Gryffindor sword is bestowed only to those who would be brave before anything else, even if bravery would not be the best option in a situation. So for a Ravenclaw, the sword would not work because they would be thinking of the smartest way to avoid a bad situation which is in some cases not fighting but reaching truce through diplomacy, for a Hufflepuff the sword would not work because playing fair is more important for them than having an unfair advantage like a magical sword and for a Slytherin the sword wouldn't work because they would be of course thinking of the best way to get themselves and their loved ones undamaged by cunning manipulation and not with fighting. But for a Gryffindor the only proper way to enter battle or conflict would be armed only with a sword and their bravery.
The Ravenclaw diadem works for me in the same way - if a Ravenclaw that values intelligence puts it on, it would enhance their natural ability to think logically and arrive at the best solution to a problem. If a Gryffindor puts on the diadem, it would not help them to think logically because their natural inclination is to do the brave thing rather than the smart thing. For a Hufflepuff the diadem might not work because they would prefer to be loyal rather than be smart (like how Hufflepuffs stayed in the Battle of Hogwarts because they were loyal to the school but the smart thing might have been to keep yourself safe and out of the battle) Lastly, if a Slytherin put on the diadem it wouldn't work because they would not be thinking of the smartest way, but of the easiest way - good results with little effort, as apposed to the smartest way that is the best result with perhaps more effort (for a Ravenclaw the effort wouldn't matter as much as the result)
Now I know that these are situations where some characteristics may overlap - the loyal thing to do would be to be brave, the smart thing would be to use your resourcefulness and find an easy way out, the brave thing would be the smartest thing, etc. but this only shows that we are a bit of every house. I am just illustrating my thought process. So if it is assumed that each of the artifacts reveals its power only to the people that embody their house values the most , it would stand to reason that they are some sort of test - they would only work when a Gryffindor is a real Gryffindor, a Ravenclaw is a real Ravenclaw, a Hufflepuff is a real Hufflepuff and a Slytherin is a real Slytherin. "Real" in this case used to describe someone who lives the values of their house as opposed to someone who thinks the values are cool but do not show them (Pettigrew being a coward, Lockhart being less than smart, Snape being loyal and brave)
For Slytherin's locket I think it is similar to the diadem - it would work in tandem with the persons natural resourcefulness and would enhance their ability to calculate how to get the result you want in the easiest way. Let's say the locket works like that and a Gryffindor puts it on - nothing happens because being brave would be more important to them than getting a good result. A Hufflepuff puts it on - nothing happens because they are thinking of what is the most balanced way and they are not looking for an advantage over their opponent. A Ravenclaw puts it on - nothing happens because they are thinking of the smartest way and not the easy way. Also, I think on top of helping Slytherin's with their cunning nature the locket would increase it's power for the Pure blood. Why did the locket affect Ron the most - it was "working" best for him because he was a Pure blood (but it made him angry because the powers of the locket were corrupted by the Horcrux). Now I can't exactly say if the locket had less of an effect on Hermione and Harry but I wouldn't put it past Salazar Slytherin to make the locket work only for those of the purest heritage as that is one of his values.
For Hufflepuff's cup I think it has a vanishing charm on it and it only holds liquid for those who are hard-working,fair and loyal, only for those who have proven themselves that they can work hard all day without reward because hard work does not scare them.The reward for your loyalty and playing by the rules would of course be a cup that you could actually drink from. If you do not display the Hufflepuff qualities the liquid simply vanishes and you need to drag your lazy butt to the kitchen so you can learn the value of hard work. So imagine that a Gryffindor holds the cup - it wouldn't fill because bravery and chivalry is bombastic and exists to be praised and (I think) a Gryffindor would not be happy to work hard all day just because they feel like it but because they would be praised for it. A Ravenclaw would perhaps think of the smartest way to do things while putting in less effort , thus being very efficient but avoiding work. And a Slytherin would never have a sip from the cup because you can be sure if they could cheat without getting caught they would most certainly do it. I get the idea about the vanishing charm from this article www.pottermore.com/writing-by-jk-rowling/cauldrons where JKR played with the idea that Helga Hufflepuff's artifact would be a cauldron somewhat loosely based on a cauldron that only cooks for the brave. So to me it stands to reason that Helga's cup would only hold liquid for people with the qualities that she values and would just vanish the liquid for anyone else.
I also like to imagine that while the four founders were alive they might have used their artifacts on their students to see how much they have progressed in adopting their values so I think that in addition to the item's power being most useful to their students, it would only work for the one who truly believes in the value of their houses.

the sword of gryffindor shows that the items are not simple in their enchantments. the sword is nearly unbreakable, immune to magic, can adapt and change, and presents itself to those who need some muscle to back their courage (usually hilt-first out of gryffindor's hat, naturally). this means that the items don't just represent the primary quality of the house, the sword doesn't just show up to a brave person, it also shows the ability to adapt and grow, is unyielding and nearly unstoppable when used correctly and protects those who require aid.
that means that something like the diadem wouldn't just make the person who wore it smarter. it would grant them wit and wisdom, likely enhanced knowledge and increased ability to learn as well. putting the diadem on doesn't mean you're suddenly albert einstein in his prime, it would mean that your mind would become pliable, your memory would be enhanced, you would be able to visualize problems from new angles, and it would also provide the information you need. the diadem would be a tool to accelerate learning, like how the sword is a tool to defend the innocent.
the qualities of hufflepuff are things like loyalty, generosity, bounty and patience. so, the cup would represent all of these qualities. in all likelihood, anyone can use the cup of hufflepuff, because generosity and bounty means you have enough to share and loyalty means you would want to. however, understanding the nature of the cup would be difficult, it's hard work, something the other houses would shy away from in their own ways, gryffindors would bluster and boast while the ravenclaws and slytherins would try and outsmart an inanimate object. the powers are likely related to summoning and other abilities related to providing and caring for those around you, such as the ability to produce food and drink with no known source through a difficult to master process. the cup can probably be used to defend yourself as well, but it wouldn't be very effective at it because that's not it's primary purpose.
meanwhile, the locket would be on the other end of the spectrum. it's unlikely anyone but a pure blood can even use the thing and even then, only those of slytherin's bloodline would be able to fully access it's powers. it would be related to the elites, secrets, and ambition fueled by cunning. so the locket would provide subtle abilities, boosting the power of a pure blood wearer through unknown means (ambition and cunning, it's not fighting dirty if you don't get caught). with the locket containing secret knowledge that only those of slytherin's bloodline can access, probably along with a plethora of other, subtle abilities, the locket may be the most powerful of the four items, but the cunning thing to do would be to never tell anyone that.

Maybe it's whatever you like best to drink? Including blood (for vampires). Somehow it must be more than just horn-of-plenty that is easy spell to do. Or maybe it doesn't do anything. If the cup does things for you, it doesn't encourage hard work. Being able to bring out blood however, would grant more acceptance to vampires. And well, maybe the elves could make some blood sausages or blood pancakes. Just to mention a few.
I like to believe it is for restoration/healing. If you are worthy to drink from the cup it is wine that heals you for both magic and physical.
If not worthy you drink vinegar that does nothing or even worse.
It helps by playing into what hufflepuffs are identified as, loyal. Loyalty, sacrifice, support, can all be connected to healing or restoring. If your best friend is dying or is brain washed, and you get the cup to help them, a selfless and loyal act, then it might see you as worthy and thus allowing for wine instead of vinegar in the cup.

I think Hufflepuff's cup is basically like the Cornucopia. Changing vinegar into wine would probably be one of its abilities but I think that's more of an effect of its real powers. I think the power enhancement or knowledge giving aspect of Slytherin's locket applies to those shares Slytherin's traits (ambition and cunning mostly), more so than being a direct bloodline of Slytherin. Merope was always wearing the locket but never was able to do even the simplest spells, and she never isn't anything like a Slytherin despite being a descendant of him, and it was only after her father and brother was taken away and she could fully embrace the chance to have Tom Riddle Senior (her ambition) was she able to do magic to trick him (cunning).

Finally my two favorite theorists came together
I think it might be the case that Slytherin's locket would empower any and all Slytherins - house members and blood heirs alike - in much the same that Gryffindor's sword will present itself to 'true Gryffindors' - this fits in with the fact that Slytherins tend to favour their own, see how Snape would favour the Slytherin students of the Gryffindors when he taught them both potions. Further, I think that it saps power from any non-Slytherins - when this was shown in the books, I think that this was an innate property of the locket, rather than an enchantment of Voldemort's - it fits in with a Slytherin's typical cunning - weaken your foe and exploit their weaknesses - and the fact that the habit of favouring one's own is sometimes done at the expense of another group - because Snape favoured the Slytherin students, he was far harsher with Gryffindors.
All this works well with what we see of the locket in the books, particularly how it helped some and hindered others. If the strength sapping were something that Voldemort had enchanted upon it, I highly doubt that he'd allow for exceptions - his other Horcruxes were defended in ways that were indiscriminate between his allies and his enemies, such as the ring which I imagine would have killed anyone other than Voldemort himself. And it just so happens that the golden trio, who were harmed by it, were all non-Slytherins, while Umbridge and Merope Gaunt were both Slytherins - either by house or by blood - and they both were empowered by it.
I actually do like that idea you mentioned of Rowling's at the end. honestly, it sounds like a cool method of sorting...

Seamus, would like to point out that in the Middle Ages, a cup or goblet often represented Service, which is a characteristic/quality of Hufflepuff! Hospitality and welcome is also part of this. Worth noting that Hannah Abbott ends up running the Three Broomsticks. Also, there's a lot of Hufflepuff in in public service.
And one of my granddaughters is a Hufflepuff. She worries that she's not good enough (she was terrified that she would be Slytherin) which I think is kind of sweet, but she is worthy of that noble House. 😊

Consider a simpler approach
Slytherin as you said regarded pure bloods as superior, what if he did enchant the locket to increase magical ability for the wearer, but only if they were pure blooded. Anything less would result in it weakening the wearer instead.
It shows my Voldemorts mother became so suddenly gifted but also why Voldemorts chose not to keep the herlum once he'd found it.
The locket wouldn't have recognised him as worthy due to his muggle father and therefore weakened him. In his rage he then turned it into a horcrux, confident that in doing so he'd gained a greater strength than any the locket could have offered.
Also, Ron is never said to have diminished power when wearing it, he's merely influenced by the horcrux. Harry and Hermione however, a half blood and muggle born, having difficulty with their spells.
Umbridge has apparently been outed as a half blood on pottermore which would confuse my argument, but this is what I had thought when I read the books

I feel like the impression I had was that Ron had been able to kind of replicate the sound, mimic it, though he didn't really understand the language. I have a few phrases in various languages that I know that I like to use when the occasion rises, but I'm not conversational in them, much less fluent, and I feel like it's similar. He had been exposed to it enough times that he could do a fair impression. But if he had to construct a full sentence or something, he'd be on his own. I may well be wrong, but that's sort of what I've gone around thinking for a while.
