From a practical standpoint yes. If you practice it might be possible to score well. But this is probably the track where the ai seems to cheat the most.
Well not the only way. Assuming you're using Blue Falcon and not doing any snaking, exploits etc... it was pretty difficult. But I'm sure there's people out that could beat or place well legitimately. Much respect to those who could.

I use DualSense but you need such precise movements on the analog stick that I find that it's nearly impossible on courses like Phantom Road without hurting your hand.
You pretty much have to be "one of those assholes who keeps killing everyone" to win the Diamond Cup on harder difficulties, because the AI blatantly cheats so much. A tip for Sand Ocean: Lateral Shift, by the way: even a total dunce like me can shift-boost on that track. It feels so weird watching a non risky play of this game, I usually go full on into going as fast and risky as possible and trying to put as many other racers off course that seeing just, a normal, casual playthrough feels, weird??
I have this running on my PC but only at 45 fps, I need a better VGA card and more ram.
Don't remember some of those characters, was there an expansion to F-Zero GX?
I would assume you're talking about the F-Zero AX characters. Those are normally unlocked by beating story mode chapters on very hard difficulty.
I've tried countless times to beat Diamond on master, but I can never get past lateral shift. The other racers always knock me off the track.
やっぱりラストステージは無理な難易度よなぁ

What widescreen mod or settings are you using?
I don't believe any special settings are used here. This game already has widescreen right in the options menu.

How are you getting this hd quality from a GameCube?
It's emulation.
