I built a circuit that had a similar effect but much more complex. A 74154 4 bit to 16 bit counter, a 555 as a timer to produce a pulse and a 7490 decade counter. So the LED would chase up and down to nice effect and I could slow or increase the rate with a 100K variable resistor. Good fun. We put it in a Battlestar Galactica Cylon helmet made by a friend at the college and made a short film. I added a 555 circuit to produce the odd noise that Cylons emitted as the LEDS chased across the eyes. Big hit with the nerds.
