My grandpa hade to get a vet to do it to my old horses teeth but now my old horse passed ☹️
I had a throughbred race horse with a tattoo and it was so cool when my mom showed me it!

You should try some bending and suppling exercises with him to help build his neck muscles. You could do side reins as well!
any particular bending exercises you recommend because i am really trying to build his neck muscle
