As a self proposed connoisseur of hyper complexity, I see this RPG as a direct challenge to my neighborhood, and therefore I must create a system that both transcends this one and complexity, yet still manages to be more playable then whatever the fuck that says

You should base all stats and interactions in the system on differential geometry. That'll allow for absurd complexity while allowing for a few thousand people in the world to be able to play it. Which will still be more than the (presumably) 1 person able to play Hybrid.
My theory is that the creator of Hybrid RPG was attempting to create his own version of G.U.R P.S and, at the very least, had no freaking clue about how to approach homebrew-based professional game design.
This would explain why he seemed fixated on smashing all of these wildly varying intellectual properties together into a "ruleset" that would theoretically enable all of them to co-exist in a given game, and trying to flesh out through said "ruleset" this assortment of concepts pertaining to science, politics, society, religion, etc. All fundamental components of a lived in world, such as a homebrew setting.
The wacky mathematically based core mechanic (that totally replaces the need for dice entirely) that could simplify the game rules/mechanics down to a simple, universal compatibility sounds... well, universal. In it's intention, anyway.
As G.U.R.P.S is legally patented by Steve Jackson Games, maybe this eccentric fellow took inspiration from the nature of it and wanted to design his own RPG system with the same DIY, open ended level of compatibility and avoid ripping off SJG or infringing on the copyright in the process, but has zero grasp on game design. There is, as it probably goes without saying, evidence of mental health at play here too; possibly hints of some degree of autism.
Or he's just a troll of a rare, elaborate caliber who set out to confuse the Internet forever and was so dedicated to the shtick that it worked out pretty well.
He may very well have been inspired by GURPS
In one of his rules he specifically mentions GURPS I think it was the explaining homosexuality mathematically rule but he talks about GURPS

I'm curious, too. It's hard to even follow the recipe, but someone should try to make it to see if it's the real deal.
I can't pretend to understand more than half of what his recipe is rambling about, but from a cursory scan what stands out to me is:
- it appears to be a hybrid (get it?) of a brownie and a cake
- it's made by combining one part "brownie flower" and one part "cake flower", which I think just means one part brownie mix and one part cake mix
- the recommended cake mix to use is blueberry cake, and he recommends using blueberry juice as a substitute for water. Now, I'm not an expert baker, but that sounds like it could lead to trouble.
- he goes into precise detail about the amount of butter to be used, and repeats multiple times to use between 1-3 eggs, but does not specify how much water to use (or blueberry juice, in this case).
So yeah, apparently it's just brownie mix and cake mix combined, with blueberry juice instead of water.
