Oh trust me it's been driving me crazy! I have just been afraid to take a sanding disc to the tabletop, but after watching so many people that I respect do it, I got up the nerve to do it!
Never buff with a paper towel. Use a lint free buffing cloth ... for cleaning windows. Use it as your final buffing application. Also, have a look at the super graphite lubricant/protectants. Many swear by it.
Now I agree with HOW you remove the rust however it will have to be cleaned off before cutting and wood to keep it from transferring to the material. I've had great success with a can of paste wax from Johnsons and buffing wheels added to your sander and After they are cleaned buy plastic drop cloth to ensure you don't have to keep repeating the process. Just my 2 cents and I had a metal roof on my old shop and it was in a humid area and I fought it for years

Just use Evaporust to remove the rust. No rubbing. Then get it copper plated then Nickel electroplated.
