Because in this mission, no gangs will attack Claude, unless provoked. Don't destroy the Infernus otherwise the mission will fail and you will get attacked again.

If I remember right the cartel was armed with uzis and AKs but their territory was far less dangerous. Those shotguns were scary.
Interestingly enough, if you activate the cheat to play as a random pedestrian and you play as the Creepy Old Guy (the one who says "My mother's my sister!" or "What? She's my cousin?!"), they won't shoot you on sight. This is likely because the game has a pedestrian hierarchy system to determine who is the most likely to run away or fight back after being attacked, and the Creepy Old Guy is at the very top of that hierarchy, above everyone else. So if you play as him, gangs will only become hostile if you provoke them.
There is another dangerous place in gta san andreas. It takes place in the Mike toreno's last flight mission. When you go to there, the cops just call and get you high wanted level. It's located in San fierro near the broken bridge. Btw, nice video.
