It helps to understand a bit of history with an example. Lets consider a bank, which has its IT operations. Typically, technology operations, consists of people who manage the data centre, where servers are there, and those servers have software installed on them. The ops guys are responsible to keep the servers up and running 24x7. They are responsible to install OS upgrades/software patches, take backups, assign servers, monitor memory availability, CPU availability etc. The operations team typically consists of system admins, linux experts, network and infrastructure experts. Then there is a development team in the banks IT organization that develops say a new system. Lets say they develop a credit card system. That team typically consists of business analysts, programmers and testers. This development team never used to bother about operations earlier. They understand how their software works. There used to be a big divide between these 2 teams. This resulted in slower speed of release. The ops team did not understand the priority of dev team and vice versa. Typically, if dev team rolled out something to production, it broke something and there was downtime for the prod systems, which was against the goal of ops team. Devops concept was brought in where a single team was made responsible for development as well as operations. This was supposed to bring in a shared goal, better understanding and faster releases with less downtime. Thus, a devops team is supposed to do all development that is needed for the feature to be built and all operations needed to put the system into production. In the present context, Devops has morphed to being a skillset which involves understanding CICD pipelines and automation and infra automation. So there has been a change in definition and usage over a period of time.
