Yes, you are right as far as the high earth fault current and arc flash is concerned.. However, considering the fact that earth fault detection is very challenging for NGR or limited earth fault value and ungrounded network at LV level, it is recommended to go for the solidly earth system at LV.. At present, majority of the industrial and commercial installation are following the LV solidly earth system..
