Try game glitch I've been using, 4 times 10xRyos pull and 10x Normal brown tickets first before going to Itachi's banner.
This game glitch usually only work for ExUltimates more than LB

Some of my accounts also experience this maybe because my luck there at that account already runs out because I got complete kits of Madara and The last units "ALL FOR FREE" , so that's why I got shafted from my other account 🤣 from edo banner and Sakura banner no ExUltimate also

Try having multiple accounts, you should have created new accounts when anniversary units came or especially when rerun banners came
