This is very common unfortunately in Australia, lots of Asian countries you can get fake documents for traveling .. if they held everyone for years in jail etc it would get super overcrowded
You need to see the reason and the way they are using the documents. In this Case they are emmigrants trying to go work and build a new life because they afe very bad financially, so they are not trying to steal, or making bad things. So if they get caught is not good to keep them

That’s a good question. The Chinese guy knew he was caught and just wanted to go home. The Australians didn’t even keep him 48 hours to make him sweat a little. The Chinese man was returned immediately so he didn't even serve 2 days in jail. That is the equivalent of giving a drug smuggler their drugs back and telling them to have a nice trip home and better luck next time. His traveling companion should have a no-bail want posted for her and should be tracked down no matter what, to serve a minimum 5 year sentence. f nothing else, she must be arrested when attempting to leave the country.
I totally agree with you. I wish someone could explain to me why the Australian authorities, judges, and laws are so lackadaisical. It seems like they want people to attempt illegal entry rather than deter it.
