Most of the stuff Popeye does happens before he even eats spinach. Also, current manga doesn't really show anything new or amazing in terms of feats for Saitama. That whole "punched out the stars" thing is utter BS and doesn't make sense even in the context of him as a broken character. If he really threw a punch that was so strong that it blacked out a significant portion of the observable universe, it would be enough energy to cause another big bang and literally everything would be destroyed. So this feat isn't even what really happened.... All he did was scatter the photons that came from that portion of observable universe, so nothing could be seen, temporarily.... A very powerful punch but NOT anything we've haven't seen as he did a very similar thing by deflecting the energy beam Boros shot at him. People want Saitama to be so strong so bad they're literally making stuff up to support it. Like I said, if he threw a punch so strong that it destroyed countless stars over VAST VAST VAST distances, literally TENS OF BILLIONS in light years+ in volume instantly, the amount of energy released would literally be something on par with the Big Bang, perhaps even exceeding it greatly, and would thus destroy literally everything, which didn't happen...
As for Ultra Instinct...Superman kinda already got a skill like that long ago: Torquasm-Rao (a Kryptonian martial art that sets him in a super-reactive state, much like UI). It was even brought up in his original rundown, LONG before Dragonball Super brought up Ultra Instinct.
For the idea of Spongebob vs. Popeye, I am very confident that Popeye would win because Spongebob is the only one out of the two of them that has an exploitable weakness. If he dries out too much then he's done and unlike Aquaman, Popeye isn't bound to be under water. There might not even be a way for Spongebob to take him out. Even if he erases him (or at least try to) that might not work. So yeah. My money would be on Popeye for sure.
Spongebob was give the ability to breath on land thanks to Bubbles The Magic Dolphin but I overall think the battle would end in a tie. Spongebob can barely lift a weight with 2 teddy bears but he can also erase the entire universe which is the highest and most insane feat ever seen on Death Battle which is why his strength depends on if its humorous like other toon force characters.

For one it was more like pulling some mysterious string and it unraveled the universe and two we literally got many characters wiping out multiple universes and moving at incalculable speeds. The most credit that feat was given is that it took out one universe and it's the fastest CALCULABLE speed feat in death battle history. Which means that it can be measured. While other characters have moved beyond mesurablity. But yea. My overall point was that Popeye has shown zero weaknesses and has shown no way to possibly die clean down to being completely disintegrated while Spongebob has shown that he can die due to the environment without outside help. And Popeye is on land so if there has to be a winner then it would have to be Popeye. Remember Death Battle try to avoid ties and look for any possible way to tip the scales so they would probably go that route rather than just calling it off as a tie. They even mentioned that maybe Aquaman could have won if he was able to take the fight out of the water if it wasn't for him being even weaker to dehydration so he had no chance there. And again Popeye lives on the lands so u cant say the same there. And I'm sure a bubble wouldn't be that big of an inconvenience.

Furthermore, there's an instance where Saitama demonstrated the ability to time travel, which he learned at some point. So, the question arises: do these new revelations alter the outcome of a hypothetical battle between Saitama and Popeye, or does Popeye's incredible survivability still make him the likely winner?
