  • In this editorial segment, Mr. Sujit Nair addresses the imbalanced allocation of funds between northern and southern Indian states, along with the upcoming delimitation and seat redistribution in Parliament. Tamil Nadu, for every rupee it contributes to the Centre receives only 29 paise in return, while Uttar Pradesh gets ₹2.73 and Bihar receives ₹7.06. The current formula used by the Fifteenth Finance Commission (XVFC) for distributing funds from the pooled-in tax collections favors certain states, leading to significant disparities. The higher weightage given to population in the formula disproportionately benefits some northern states, causing contention between the affected states and the Centre. Tamil Nadu's Finance Minister, P.T.R. Palanivel Thiagarajan, criticizes the allocation based on population, stating that it rewards states that have not effectively controlled their population.

      Well, just because the north is not contributing in monetary terms , doesn’t mean that the north is enjoying free lunches . Lets not forget, when the entire nation was facing famines and acute food shortage, it was the north that turned the tables. And that entire ‘burden’ of making this nation food surplus was put on just 3 states - Punjab, Haryana and UP(west). The side-effects of which are haunting these states now. But do you see us blaming the south Indians for it ?

      @@ravi-it3vj - South India is more corrupt. In fact the state Tamilnadu can be called the corruption capital of india. Insipte of this South India beats North in every aspect of development index
      There are only three reasons.
      The working class here is Hardworking, Sincere and displined.
      Extraordinary focus on education studies particularly engineering and medicine and a constant endeavour to learn more.
      The young are very ambitious and don't expect anything from government. Most of them aim to move out of the country for jobs.

    I am from Kerala, and I don't feel part of the concept of a larger nation. The votes of South Indians don't count. The taxes are not only misused, but we in the South have to bear the punishment through extreme discriminatory fiscal policies. Just take Railways for example and compare the allocations. Cooperative federalism has died. The centre has stopped GST Compensation to the states but still collects GST Compensation Cess. They have even extended the levy of the GST compensation cess till 2026, ffs!?!
    For North Indians, the picture may all be rosy and saffrony. But, as a South Indian, I seriously wonder why should we continue to believe in the concept of India?

      As far as I know, every state gets equal share. When it comes to Karnataka, the state government is not using those funds on development. Instead it is using it for the populist schemes like free rice, free underwear, free gutka etc.,
      Investments are done by the companies and the state has to ensure proper business environment. Infrastructure is one among them. If the state government invests on infrastructure instead of freebies, I’m sure investors will definitely come.
      During SM Krishna Government, Karnataka was a business hub, why? answer is the infrastructure.

    I am from Bangalore and i attribute all the traffic woes in Bangalore to lack of funds. Bangalore though generates a lot of money, doesn't get back much.

      Great point. It takes in people from all over the country. There should be a national grant for improving infrastructure to accommodate the growing numbers.
      Even people from neighbouring states are settling in large numbers in Bangalore as its perceived to be the happening destination

      @@juPi05tEr the infrastructure issue is there since 10-15 years. Not just because of the free schemes from the recent government. Any project, be it flyover, roads, Metro, Underpass, etc takes 3X the normal time required to complete, in Bangalore. The only reason can be, lack of funds.

    Why does every programme be named in Hindi and also required carry the photograph of 56 inch even if he has nothing to do with it like state sponsored schemes. Naming programmes in Hindi doesn’t mean anything to common citizens and villagers in the south. Even shah can’t pronounce some of the catchy labels given to the programmes.

    A north Indian passport officer refused to speak in english and made my young daughter 19yrs old had to sweat by not only being rude but insulting young minds. She called me from inside where I was not allowed in and almost in tears. This guy was talking fast Hindi. Forcing one to talk in Hindi only in Bengaluru? This was unwarranted prejudiced terrorizing a young helpless girl.

      TN, Kerala, Karnataka, Telangana & Andhra Pradesh has contributed 22,26,983 crores to Union govt as Direct and indirect tax. 6,42,295 crores had come back to these states as devolution (which is just 1/4th of the amount sent).
      On the other hand BJP governed states like (MP/UP/Rajasthan)
      MP as GST for the last 5 years 3,41,817 crore, but got back 6,91,375 Crores as devolution.
      WHEN COMPARED AGAINST A RUPEE PAID TO UNION GOVT. MONEY EACH STATE HAS GOT BACK.
      TN : 26 paisa
      Karnataka: 14 paisa
      Telangana: 40 Paisa

    Here is a simple thumb rule to follow for Tax Distribution:
    No state to receive back less than 50% of their tax paid, No state to receive more than 200% their tax paid.
    This will ensure performing state are rewarded, at the same time, the backward states or disadvantaged states or the war-torn states are also helped.

    Isn't it high time we woke up , faced the reality and stated a fact that the so called unity in diversity is nothing but an invalid cliche? It just doesn't exist in india. It is a fleeting mirage that appears during few minutes on certain days of the year, differently in different part of the nation. In ordinary times while traveling one often encounters experiences exemplifying how fragile the unity actually is. While you say it, it sounds kinda nice that the color, sounds, smell and tast of india is mesmerizing. In actuality Color is garish , Sound is too loud and uncomfortable, Smell is actually stench and Taste is monotonous and unbearably spicy. We bear it with conviction that everything is fine just to cover up our discomfort. 99.9 percent of the tourist would scream that india was a fantastic experience citing the onslaught on the senses. Ask them in private if they would want to come back and the answer would be " actually no ". High time we called a spade a spade. Nothing is alright in india currently.

    Problem is not just TN, Kerala, Karnataka and Telangana getting less. Problem is also how Bihar, UP and Rajasthan are utilising the money and how are they ensured to deliver for what they are over utilising today. We see nothing on this line - “Absolutely Nothing “. The way things are running looks like irresponsible kids of the family. If the financial ‘delivery’ part is not owned by Finance commission and south is not appraised of this ‘delivery’ status and explained why Gujarat and Maharashtra are not on par to south in contributors, then we can naturally expect a revolution to happen from south and they getting branded as usually as “AntyIndian”.

    We the people of the South as part of this whole union are ready and responsible to provide for those who need the most. But the problem is we have been providing the needy states for the last 75 years, yet they are not improving and my question is what have they been doing with these funds for all these years? I am not saying that Southern states doing perfectly but they are doing way better than Northern states with limited funds they have. We have improved socially, and we have control over our population, but what happening now is we are being penalized for those achievements we made down here.

    As an Indian from the south, i think the burning need of the hour, is a drastic change to the political system to ensure that all states are treated fairly. It should be done by a constituted panel of experts who have a deep understanding and far reaching vision.

    One more point needs to be added, the extra money being pumped into UP and Bihar is not being reflected in terms of development of the two states. If there was proportional development, then it could be justifiable and there could be some satisfaction with a hope that sooner or later there shall be an equitable position between the states. But that is not happening! Where is that money being drained!?

    In response to southern states allegations FM said bjp gave more than UPA,but she didn't menrion how much central received from these states,what is % of received amount given to states. What a half statement.also there is no gst on that time states collected sales tax which directly gone to State.

    South India is like a colony for central government. They collect taxes in big amount, but doesn't allocate the fair share to the region.
    Already south is better than north in many social indicators. I can only imagine how better it would have been if south was treated right. I believe in individual freedom. You don't feel Nationalism when you feel left out of of the nation. In my opinion Pakistan and Bangladesh should have been part of India ,And
    Provinces like Hyderabad,Madras,Travacore etc should have been a independent entity. What good federalism when some states are ignored. I don't know how to solve this, but south deserve far better than this. I don't know maybe in future there will be another country.

    More federalism and devolution of powers is the answer. Except defence and external affairs, all other aspects should be under state government control.

    We Indians are diversed in many ways it doesn't mean Take from My Pocket to give Others kept me Empty.
    Even a family system distribution of funds is a challenge by equally. So assume a country co existing of cultural diversity, languages, religious beliefs etc.
    So the power Equality and divident shares of Fund allocation should be transparent as well as integrity.
    Here the divisive policy raises allocation of funds amongst states based on performance. South Indian states are performed in all development aspects comparatively other regions.
    That doesn't mean using our growth and insisting us to feed always North. There is a time limit for every growth. Due to uncertain political agenda of North people are moving backwards and it gets impact on overall growth of our country. It directly hits our funds goes in waste warehouse. Otherwise we are getting struggle to receive that funds for our natural calamity and rebuild us .
    Howmany times we requested Union Government to provide us immediate cause. But nothing happened in Ground on allocating any fund.
    This raises natural tension amongst People who knows the system how functions it.
    Union Government runs basically from state funds. There is no any direct sources for developing finance by Union Government. They are having only resources from state government bodies. If uniform growth from states in all financial aspects Union Government will get taxes from them to run a County.
    Tamilnadu one of the people welfare and socio economics builds in nature by people's and covering all the investment complying industrial infrastructure development. This causes mainly to attract investors to investment.
    But deliberately collapsing the system by Finance Minister taking into power head saying all the complaints against state bodies. She never even talk politely by nature and insisting ruling power on us.
    She doesn't know how the system functions in South compare to North. She has only eligibility a community background which always thinks that.
    Many projects has been kept hold due to insufficient of funds. People welfare fund and social care will get struggle by this People's. We are naturally bonding by welfare schemes which promotes indirectly spending economics to run the industrial sector. There is no need for Union Government to rule us.
    Please leave us as we wish to run the government by the effective process You guys take defensive fund from us and protect borders.
    That's it. Enough is Enough.
