I always thought Steve wasn't all that funny, but that's because he rarely talks to people who can keep up with him. I saw him on Craig Ferguson, who's a great wit himself, and you just saw Steve liven up and everything came out. Wow! Now I can appreciate him a lot more on other shows as well.

Keeping up means that you're able to always know what's going on. Steve Carell is very fast, his humour is very fast and it is often the case that the people around him aren't as fast as him and they can't keep up. They don't know what is happening or what he is saying all the time because it goes too fast.
Liven up means that you can get out of your shell a little bit. First you're in a state of either boredom, or on automatic pilot but if something happens that is fun or surprising or when you have someone that can "keep up" with you, you can liven up.
Did you get that? Otherwise explain what you don't understand and I can try and be more specific.

+Logical Reason They aren't actually staged. Conan's staff asks them questions beforehand and then they formulate the questions to ask independently. They put up signs for Conan during the show, but the guest have never actually answered the questions or rehearsed with Conan. Most of the time, their first interaction with Conan is during the live show. Conan doesn't do rehearsals with his guests. Conan is good at improvisational comedy, which is mainly the reason I watch Conan.
Of course, with this bit, they planned it. But notice how Steve Carrell said that he would be devastated if they said to stop and he broke the real thing. It's likely that he just got a rundown and not a real rehearsal, even for a bit like this. When he was doing it, he was still thinking that the mug looked real and was uncertain.
I was waiting for them to troll Carell make him think they forgot to switch the mug.
