NEVER MIND! I tried myself and it still generates dust. The thinset does not propagate the water. It has a sealer, which makes sense to prevent water damage.
Get a 7 Inch Angle Grinder with a Dust Capture Shroud hooked to a regular Shop Vac with a PCD Cup Wheel - 600 Square foot would take about 4-5 Hours. Or just hire a local Concrete Coating Company to come in and remove it we charge ,1.50 - 2.00 per square foot to remove Glue / Thinset or other items.
Think Mitch is right on thinner vinyl click flooring. Did not need to do myself. We just used the SDS bit, but skipped the grinder. Then with the underlay down & ~12inch laminate went down over it without a hitch.
What if you mist some water on the thinset before removing it with the grinder? That should prevent any dust.

Use the grinder and add a dust collector attachment and a dust separator with a shop vac to control the dust.
I did and it worked very well.
I wanted to see both in action so I can make my own decision
You can rent a concrete grinder that would do all of that in a few hours.

No I don’t. I put vinyl click flooring down so I wanted it smooth as possible.
