Things to own: high water boots, shovels, masks, head coverings (shower caps, hard hats, scarves), rubber gloves, safety spectacles, buckets for slop, camping stove and fuel, blankets, tent, knife, machete, insect repellents, raincoat along with the above mentioned water and non perishable food. Any well thought out development will be overwhelmed with enough water. But the root causes of the extreme damage we see is development around the world is not planned well. It's driven by the white envelope and the need to increase economic growth (like a Ponzi scheme) without consideration of the ecology. So a large area of forest is cut down UPHILL from a development and low and behold: it rains a good amount (not like this) and there is flooding downstream. Before the forest could absorb the rain and filter it (watershed) but in many developments the ground cannot absorbe the rain and instread it's diverted to retention ponds or shunted away. Then we wonder where the ground water went? We live on a very unstable planet but that doesn't mean it's unhabitable. Much of this is manmade. We've seen deforestation and what that brings in the future.
