We don't really know. There's a chance at least some of Russia's claims are factual, and some of the detained people were actually spies. We won't know for decades, if ever; Western powers would never admit it. Western media will report that they are civilians whether that's true or not. On the other hand, I'm from Slovenia and I'm not really sure what to think of the "sleeper agents" that were released by us. They have been detained for a year and a half with limited contact with their children and a day before the exchange they had a speed trial where they plead guilty for spying with their punishment being time served and deportation. They might be guilty, but who wouldn't take a deal like that? The trial itself was not open to the public and there are concerns it wasn't by the book.
