I noticed that they don’t seem to use thrust blocks.We always do but not everywhere does

What's the purpose of the 3 nuts you tighten and the heads break off ?
when they break you know you tightened them enough, plus they cant be easily undone.

Always replace, not rebuild the valve?
Most of the valves are 1950s or older, where the valve body's them self are almost rusted through, we've encountered it a fair bit
