That's because the song is basically Margaret taking the piss out of Travis, insulting who he is and what he stands for.
Travis ended the first game with a peace of mind that killing isn't something that should be enjoyed, however when Bishop was killed he let himself succumb to murderous rage. As far as Margaret is concerned, that makes him a hypocrite using revenge to justify murder.

Simple fact that, at the end of the fight, Margaret is just happy that someone was able to listen to one of her songs and remember it gets me every time. And Travis whistling it as he leaves shows that under the wise-ass bravado, he does have the capacity to be kind and considerate, especially to someone who gave him a great fight.

This is one of the most unique video game songs I have ever heard. It's a song about taunting Travis Touchdown's actions in participating in the UAA, calling him a hypocrite, saying that he thinks he's a hero but looking back on what he's done (killing assassins, motivated by revenge, lust for sex), he's become anything BUT a hero. Man, if Travis heard this song as he fought Margaret, he would be utterly pissed.

I'm not sure why exactly, but the way the lyrics are sung, how it feels like they shouldn't work but they do anyway always gives me shivers, even when I imagine the song in my head.
This song is basically The reason you suck speech to Travis. Calling him a hypocrite about revenge that pursuing revenge makes him noble, that he is not a real hero for pursuing it, and his anger doesn't make him a good man. A tiger in disguise refernce to his darkside power but calls him a Pussy (cat). Also a swipe at him being a weeboo, lolicon otaku She even devotes a line to make a dig at Travis' otaku perversions. Philistine means one who does not pursue intellectual needs. This is geared at how Travis only wants to see people die and not consider that they are also people.
Something that he grows out of after Alice’s death.
And then after this, he starts becoming affected more by his next targets.
You wouldn't expect such character development from this guy as soon as you meet in him in the first game.

Gotta be the only person on Earth who prefers this version, don't get me wrong the instrumentation on the JP version is superior, but the sheer levels of autotune really lose the melody in parts I feel, and the main draw to the song is its catchiness, which is conveyed better with the clearer vocals in this version.
They're both really good though, whenever there's two versions of something people tend to over-accentuate how 'awful' the other version is. Got no clue what people mean by 'off tune' or 'off key', like if she is actually singing off-key, the dissonance is working REALLY well for her cause this sounds phenomenal.

I like how the vocals are more clear in this version, however. I saw one comment on the JP version that said the autotune gave it a static radio kind of sound, which fits well with the instrumentation. Being honest I agree with them, but both of these versions are amazing pieces of art.

Most comments are just fawning over Travis Touchdown (that last name still sounds ridiculous), but instead of talking about him, I want to write a comment about the singer, Nadia Gifford. I find it very depressing that she's not more popular over here, and most of her music is exclusive to Japan. She did an amazing job singing the songs for Coriander "Connie" from Steambot Chronicles, and then on here singing this song for Margaret. She seriously needs more Western exposure, because she's got a damn good English singing voice. Like Nadia Gifford, her English is so good you could barely tell she's Japanese. That said, English or not, I just want more of her music because she has a great voice and huge talent.

This song is Margret calling Travis out on his Hypocrisy. He ends the first game having realized violence is not something to indulge in, yet when Bishop is killed he goes ballistic and starts murdering left and right. So she's pointing out how flimsy of a justification that is. The reason there are so many references to the Otaku lifestyle is because that's what Travis is.

And she's clearly mocking him for acting like getting revenge for Bishop makes him butchering his way through the assassins "justified" and makes him "a hero" but she also makes several comments that consist solely of taking potshots at Travis's lifestyle.
I think the point of the song is her making it clear to Travis that she knows everything about him because, as she says "reaper's got your name"
You can also interpret it as Margaret acknowledging that she doesn't having any *real* grievance against Travis, but that one of them *has* to die now. "Requiem Æternam" is a Christian prayer to (depending on the sect) allow the departed to quickly ascend from Purgatory to Heaven/ to rest in Paradise until the Last Judgment.
Even the place she claims to be aiming for, the sternum, would be a relatively quick death if struck by a bullet from a Barrett M82 like Le croissant du ange.
