I mean, it IS Gotham.
Gotham City, is a city within Gotham State. It might be a very big state: ergo, each member of the Batfam needs to handle their respective portions. I like to imagine that they also take turns/shifts in order to maintain their civilian identity. Exceptions are Bruce and Cass. Bruce is either too stubborn or too dedicated while Cass practically doesn't have a social life
Just imagine Batman answering that question

I love how Grayson steps up as the older brother every time Batman is not available.
Bruce lost his parents as a kid and thought he had no family left but Alfred and ended up having his own children and protégés to live up to his legacy and bring some light into his life.
Take a shot every time "Mother" is said.

Man, this was one of my favorite Batmam stories. It really opened me eyes when Orphan said, "Key Lime pie is better than Dan". Like, wow. What a memorable moment.

My parents never read me bedtime stories growing up, so I really appreciate this
this story is so twisted one minute Batman is a villain than he is a hero the plot is great
So basically what Damian said about all of the robins being able suppress Batman he said
