On the contrary, verismo composers tend to do the opposite. I suppose that nowadays we're influenced by the verismo way of singing, so most singers sing the higher octave in the end, if possible.
Its not uncommon in this piece. Its like how the Di Quella Pira note is actually a G4, but obviously everyone does the C5 cause it sounds better. Its not just assumed like that here but people do it. But yeah this is a fairly heavy opera for rossini so his voice was definitely a bit tired by the end.
