Good question Dann. The guidelines state that CWV stats are segmented across mobile and desktop, so that would imply to me (Tim) that both scores will be assessed.
Google is moving for full mobile indexing first. I long ago stopped caring about Performance on desktop. If you can get good performance with mobile then you should be fine on the desktop unless you are doing something really wrong. I have all of my sites with a performance of 85-95 with mobile and that's all I worry about.
