As shovelware goes, this isn't bad. I like that the other racers are the bosses. I do feel like this was a different game that had the _Wacky Races_ IP slapped on it.
I wouldn’t be surprised if this game was supposed to be a different game but that they could find a proper name for it so they decided to call it wacky races,either way,it’s just weird.
Gotta question why a company like Atlus Co., Ltd. would pick up a divot of a property like Wacky Races _in 1992_ and do what they did. I'm not quite knocking the game per se but it sure feels like it would have made more sense to give this to Micronics or Ocean.

This game doesn't look races at all, but it is definitely wacky.

Dick Dastardly has tried to cheat in many ways, but has he tried Game Genie?
Players are going to be disappointed when they see that Dick Dastardly doesn't get far ahead, then stops to cheat, in this game.
Given that the game is from Atlus, now Joker and the Phantom Thieves will confront Dick Dastardly to change his heart.

Wacky Races is pretty well regarded in Japan. There's even two 3DO exclusive games in Japan.
