Then when the majority of them don’t pay taxes on it they can arrest them and make them work to pay off their debt by working out in a field somewhere with no pay. They could then build them a nice shack to live in while they work off their debt. Sure, it might take multiple generations to work off the debt, but think of what cool music they would make in that time! And the really good ones would be allowed to stay in the big house of the family that owns the field.
