This report totally misrepresents the problem with the ATF regulating unassembled parts of firearms. Congress passed laws that legally defined “firearm” and gave the ATF power to regulate firearms. A collection of unassembled parts does not fall within Congress’ definition of firearm so the ATF does not have the power to regulate the kits. The ATF cannot change the definition of firearm to include unassembled parts because Congress already did it. If the ATF wants to expand the definition of firearms to include kits, then Congress has to to pass a law doing it
I seriously doubt that "teenagers" have the know how to assemble a handgun using a jig or template to manufacture the gun frame. The expertise to do this requires time and training, which teenagers don't have the patience for. Teenagers get guns by stealing them........

We must ban all forms of gun kits and downloads for 3D printing of any and all gun parts.
