Basically, it's a 10 year old graphics card architecture that can't handle a brand new game that wasn't really optimized for that architecture at all. This is why it's best to upgrade a GPU every 6-7 years if you want to play the latest titles without issue.
Alan Wake 2 works much better on linux with dx12 to Vulkan translation layer with proton. You can get above 60 FPS on RX 5700 XT while on windows I got less than 30. I suppose it's also true for older Nvidia cards, but dunno.
People were actually playing this already on 980 Ti with the Vulkan mod (available on Nexus, improved perf quite a bit) and FSR 3 frame gen mod. Maybe test that? Apparently it was playable with those even before this latest game update.
I wonder what would happen if you tried to run this game on the Radeon R9 Fury X considering it's (more or less) AMD's response to the 980Ti, shame the R9 Fury X is so rare though.

Thats why I always preffer lower end new gen over higher end old gen, if performance is similar and the newer gen isnt that much more expensive. Driver support on aging gens sucks.
The xx70 series cards are ideal imo. Strong enough to handle everything decently, but not weak enough to start showing their age for a long time. Also, the latest ones can handle 4k well enough to not need a stronger card.

Been playing this game since last December. Bought it from epic games for 24 dollars. I took time off it to play my ps5. Now I’ll be going back to it. I’m using a rtx 2070 super and it’s ok. I’m using high to ultra settings without most of retracing settings. It’s ok not great but better than gtx 980 ti.

I'd get an RX 6700 XT, search the used market if you can't find it new at those prices. 3060Ti is also a good choice, but it has less VRAM which can become an issue in some games
It's a nearly 10 year old card that has no mesh shaders. Optimization can only be pushed so far. If you're a cheap skate, you don't even have to look at newer cards. Just buy a 1070, or future proof a little more with a 2070

You can play only if you accept maybe 10 fps on lowest setting and 160p, and maybe they can be some graphic issue like in this video. But you should really avoid for me at least you need gtx 1080 to play 30fps at 1080p all of the time
It's a brand new game. You're lucky the 10 series got any additional support at all, considering the 50 series is right around the corner. 8 years is a realistic cutoff point for a GPU if you want to play new titles.

I was getting a 68 frames on my 980 ti it was going smooth until i got to the town..... the flashing was horrible
