Since 1985, we didn't have massive wars, even cold war ended, so there was no stimuli to create new ground breaking technologies which would eventually be adopted for civil use. That's why the advancements don't strike the eyes so much. 80's people expected we would maintain the same rapid development pace.

Due to many wars we had in 20th century, the technology made giant leaps. Since 1985, we didn't have massive wars, even cold war ended, so there was no stimuli to create new ground breaking technologies which would eventually be adopted for civil use. That's why the advancements don't strike the eyes so much.
80's people expected we would maintain the same rapid development pace.

It gradually went into civil use. The same with internet, the precursor to it was named ArpaNet and was meant to be a decentralized data storage system in the case of nuclear apocalypse, when many data centers would become targets for nuclear strikes. The only reason he did anything different was the fact that he saw himself as a washed-up middle-age man. While Doc did bring him to that timeline, he didn't need to. He could have just told Marty something vague about never racing his new truck and that would have had substantially less impact on the space-time continuum than actually transporting Marty to the future, which ends up giving Biff the chance to alter the past (which incidentally should have caused the 2015 reality to turn into the alternate reality the return to in 1985, like how the various photographs or newspapers change, because Biff had now altered the past).
