I've got a 2015 T&C in the rust belt, it's now 9 years old, and I never needed the spare until a few days ago. I was able to lower the spare without much effort, but the spring loaded clips that release the spare from the plastic cover were rusted tight. After "soaking" the mechanism with Kroil penetrating oil for a few hours, the clips still wouldn't budge, so I took a hammer and chisel and gently chiseled the clips loose enough that I was then able to force them open to get the spare off. Once I did that, I used the Kroil again and worked the clips back and forth until the spring action worked. To *hopefully* keep this from rusting tight again, I sprayed lithium grease in and around the mechanism. I'll probably make this an annual maintenance task.
Also, in case you are confused about raising the passenger side... He should have edited this video to omit the whole part about jacking up the van. You don't need to jack up the van to do this. You need to remove / reinstall the spare tire from the driver's side.
