I've had two property managers on a house I owned and vacated to take a job out of state. Both property managers were awful. I think they both competed on how bad they were.
It depends on how you define "major" AND the specific circumstances. For example, if the furnace dies, thats the landlords responsibility. However, a tenant may ask the landlord for a big picture window be installed in the living room and the tenant is willing to pay for it. Since the window is considered an consigner service, the landlord could require the tenant pay for it... 😀

Who has to pay for major alteration ? New tenant? The property owner? I believe the tenant.? Or depends on the agreement?
