I absolutely loved the poems in this show I genuinely don't know why
i think its just how out of the blue they are, poems are rarely used outside of random plot elements (D&D style puzzles to give hints to the hero's on how to progress through a dungeon or something similar) where as here there more used as a conversation starter or psychological warfare tactic, there just a part of his personality, even if he says he isnt good at them, all in all their a nice breath of fresh air from the normal usage poems receive in media
You might want to check out videos about Shigin, then. It's a performance of japanese poetry in chanted form, like Seika does here.

Could be one if the Dub follows those practices for certain characters.
They usually have women voice young boys in animated shows so I think this va is just less experienced at doing it
many boys are voiced by women the pitch in the voice can't be matched by men
