Do you mean the armored police outfit? Make sure you have a terrorbyte and a chop shop. From the chop shop, start the gangbangers vehicle robbery (this one might not be available the week you try it but just play the available ones untill you find yourself starting the gangerbanger robbery). Then, just do the neccesary prep work and start the finale. Once you start the finale, you will find yourself wearing an armored police outfit. Then, go into your interaction menu, request your terrorbyte. Then, qo to quick gps (also in your interaction menu) and scroll until you see terrorbyte, and select it. (Since the terrorbyte will not show on your minimap due to it being a mission). Go to your terrorbyte, enter your wardrobe, and just save the outfit (enforcer) into one of your outfit slots. Done! Now you can just leave the session and you got the outfit permenantly
The best outfit is Niko's (25 career progress tier 4 completed), no debate.
