Hey question, Which way would be better to test call only vs search ad with call extension for a business? Would separating it at a campaign level be more efficient or would separating the two at an ad group level and setting it to "evenly distribute" be a better option? I am worried that if I separate it at a campaign level the two campaigns would compete against each other.

Is it right to do Display campaign in start or you think there might be any other reason for not getting the optimum results?
Display campaigns are best for awareness objectives related to your brand product or services. Try to launch high-intent Google search campaign for specific Geo targeting to get good number of conversion related to your business.
Normally I would recommend search campaigns to start. These campaigns allow for easy targeting of your exact client. Once you get enough conversions with search ads you can then use displays ads as google will better understand who to target
