That stretch on the river is my home stretch. Been fishing that area since I was born. Try alabama rigs deep and slow in winter and summer in still water. Try top water flukes in white with a chartreuse tail when the water has been running for some time.

That alarm is probably on a schedule and it goes off every few hours just to keep people clear and than when they have larger rains they sound it when they open it too. We have a dam near me where no one will even be there and it goes off and the water flow doesn’t change. It’s almost like if you know it’s going to rain or has been raining you’ll know they will release it other than that it’s a reminder it could let loose anytime
