He's a major enemy of Batman sent to spray poison to encourage Batman to do all the wrong things to make sure he carries out his mission. In the comics, he can turn wearing a hat called Fear. But here, he just walk around like an idiot. If you saw the movie you might remember she was played by Josephine "Joey" Lynn Potter And Leigh Ann Watson herself, Katie Holmes.

Its because you don't know when there are thugs with guns around and running will make sound. FYI Gun enemies beat the butt out of batman in less than seconds. The enemy only got pistols but it fires like a minigun
