Water proof cement is only needed when doing a digester on a wet land or waterlogged area. You do not need water proof cement when doing it on a dry land please. This is because water does not remain in digester for long, neither does water come from the soil into the digestor. Immediately toilet is been flashed from the water closet, the water get separated from the food particles of the toilet and then soak in to the land at first soak, drench line and the soak hole. Please this method doesn't produce enough gas for consumption. It is for treating human waste. There is a different set up we do to keep gas flowing. That's biogas. But on my channel the available videos are biodigester/BIOFILL

Why are you using chalkor and at the same time coconut fiber
Charcoal deals with bad odour whilst coconut fiber is responsible for creating an enabling environment for the enzymes to survive.

Yes you can. But most especially if you allow children to do that they may flush rubber or non degradable materials in to the digester.
