For instance mumbai has 227 electoral wards, couldn't you set up 227 councils that are drawn up from different social classes and have them fully autonomous in their spheres of influence? No beuracracy, mid management, etc. That is part of my idea of how I plan to tackle extreme poverty. Resource allocation is not about donations, but about creating local democratically led group funds, and larger level fund issues are about the establishment of relationship driven partnerships.
