I think that Immortal Body should act differently from the other heals, like Senzu Bean. It should give you 1 bar of maximum health, meaning it can restore a full bar of health, but if you're at a high health already, increase your total health too.
Normal zamasu isnt even that good, and his heal sucks. You cant justify fused and normal having the same ability since normal zamasu isnt as high of dp. WHAT THEY SHOULD DO is give unfused zamasu : I am Immortal : 3 bars : heals 1 full bar of health and continues slowly regening health up too another full bar of health.

and the switch out regen is for everyone
Combining Zamasu's charged ki blade into his Divine Steel Blast does some pretty good damage

You could use two metal coolers... their regeneration is broken and you can switch them to restore even more health
