Tibetan flags are placed outside homes and places of spiritual practice for the wind to carry the vibrations of the mantra across. ... Prayer flags moving in the wind generate a natural positive energy. It can be placed both indoors or outdoors of your house, in office. People also use it on bikes and cars in hills area..

Those were buddhist prayer flags, tied to usually high places, its believed that when a breeze blows through them it takes the prayer along with it. Found at mostly mountain passes, holy places..etc

Those colorful flags are a symbol of Buddhism.
Every buddhist domimated areas have those flags. Ladakh is full of those colorful flags because of buddhist majority and I like it. It feels like holy place.
I see most Indian people using these flags in their cars too irrespective of the religion.

Multi-colored flags are Tibetan Prayer Flags called Lung-Ta (Wind Horse - a picture of a flying horse and prayers are written on these flags). These flags represent that locals are followers of Tibetan Buddhism or Bon (Native religion of Tibet). These 5 colored flags is omnipresent in Tibet, Mountainous region of Nepal such as Mt Everest, Ladakh, Arunachal etc.
